Yes, that is pixel art. You can tell by, ehrm, the pixels?;) If you are doing something for a summer project, are beginners, and don't even know what app to start with, you should really scale back your expectations about what you can accomplish in such a short.

Which is the best program to do pixel art in?
Sorry if I'm breaking any rules, guys. I'm currently planning to do an isometric 2D game with two of my friends and we're planning to use Unity for it. We were wondering what sort of art style this video game used. Is it just simply pixel art?
If it is so, what's the best program to create our assets with? We've looked into many but we couldn't reach a conclusion, and I thought you guys might be able to help. We're complete beginners on this and we're doing this as a summer project. Any help or redirection to a subreddit where I can be helped is appreciated.

Amazing for a new artist, deserves your attention
I just recently got into pixel art. As a software developer I’ve always wanted to make games but felt lost when it came to creating assets. Pixen takes that fear away. It provides a great workflow when switching between the mobile and desktop versions, and all of the tools you need are just right there. I really hope the developer continues to support this app by adding new features.

This is the pixel art editor I've been searching for! It has all the features you'd expect from a desktop pixel art editor with a perfect interface and responsive controls. Works perfectly with the Apple Pencil, unlike other editors available for iOS. My only compliant is that I wish there was an option to make the buttons a bit bigger, as well as having the undo button closer to the left side of the screen for easy access with my left hand.
A couple features I wish for, are a way to keep the animation preview screen up while working on frames.
A way to choose the background color instead of the default white(for testing the colors of sprites)
And a spill bucket eraser.
Other than that this is by far the best and perfect pixel art editor for iOS, well worth the money for any professional or serious pixel artist.
